In 2006 the National Conference of State Legislatures reported that only 18 out of 100 ninth-graders will go on to college and complete a degree in six years. Statistics like this from across the education landscape not only highlight a troubling issue for the national education agenda, they also speak to very real obstacles to student and institutional success from kindergarten through college.

If the places where students are falling out or falling behind in the education “pipeline” are relatively well known, how can we work to address them by identifying where to focus the most energy and which actionable practices will have the greatest impact on better student progression?

On July 13, 2009, the Blackboard Institute convened 50+ select experts and leaders from kindergarten through college to collaboratively develop a framework for characterizing the education pipeline and zero in on a finite number of the worst break points around which effective practices research can be undertaken and shared.
